In 2002 Mayor Marc McDougal and the Lubbock City Council appointed a blue ribbon commission headed by Gary Lawerence, Executive Director of the Lubbock Economic Development Alliance, to reverse the negative housing and economic conditions in north and east Lubbock . The North & East Lubbock Commission Report, presented to the City of Lubbock , recommended preparation of a privately funded corporation development plan for north and east Lubbock . The creation of a community development corporation funded by the City of Lubbock was further recommended.
